It was an EU budget all right, although the EU was not mentioned in any of the budget analysis. David Cameron was spot on when he said he had no plans to reduce the VAT increase to 20 per cent.

VAT is an EU tax, from its outset Brussels has a 20-25 per cent target range for it to be levied across its regions and cities. One of the only things that Gordon Brown did in Downing Street was to reduce the VAT on electricity and gas bills from eight per cent to five per cent. Gordon could not scrap the VAT because the EU has sway over the VAT charges, our government can only increase it without permission. So Gordon had to ask politely for Brussel’s permission to reduce the VAT.

Gordon/Alistair got permission for the temporary reduction last year.

Now the British VAT, if applied on Jan 4, 2011, at 20 per cent, will mean we are in the target area of EU VAT. Once there, there is little chance of Brussels agreeing to a reduction below its lowest setting.
